iphone 7 plus lost and found..paid full contarct break fee but still not able to use it

Hi My sister lost her iphone 7 plus and she reported to AT&T and got a new iphone by amount and new contract and after 3-4 weeks she found the lost phone in her garage(her 3 yr son may have lost in garage).

She immediately reported about found phone and asked what needs to done to make this as Network free and can be used for any provider. AT&T has asked to pay some amount as it has still 8 month contract exist at the time of lost, so she paid the amount and after paying the amount AT&T said they have unlcoked from their side but when we try with new SIM it is not working, when contacted back AT&T, it is said they did from what they can do and it's not in their hands to make the device as network and carrier free :(.

When tried with outside mobile unlocking guy he said it is in blocked list IMEI so it can't be unlocked.

So can anyone know how to remove the IMEI from the blocked list?

You mean she paid the deductible and got an insurance replacement.   The old phone was blocked by Asurion, they own it now.  It will not be removed from the blacklist and cannot be used.
