iPhone 7 international roaming data not working

I purchased an international data plan for my work trip to Mali, but I am running into the same issue as the last time I was here. My phone says it is connect to "OrangeMali3G", but despite that, I cannot send/receive texts, access any apps as everything gives me an error of no network. The last time I was here I would at least be able to connect from time to time, but I have yet to get cellphone service this time around. I have reset the network settings, i have turned every possible switch on and off with no luck. It feels like a waste of money at this point.

@domaasce   Purchasing a roaming plan reduces the high cost of roaming on another network.  It does not account for your phone’s compatibility or the quality of the network.   The country may have very poor coverage, or use different connectivity that isn’t compatible with your phone.  
Since you traveled there before, and might again, you might want to do some research to find out more about cell coverage in Mali - or lack of coverage which may be the case.
