I brought an iPhone intact box which is still inactive but it’s blacklisted by AT&T, What is the solution? Anyone help me please.

No one can help you. It’s a stolen phone and won’t be removed from the blacklist. The fact that the phone was still sealed brand new in the box means nothing. People steal new phones all of the time.
