At&t has no roaming agreement with Cuba.  You should not expect your phone to work there.

I travelled to Cuba in September 2-10.  Just before I travelled, an att agent sold me International Day Pass.  However, 3 days in cuba, I received a text from att saying that my bill was amount so far to $350 dollars, I freaked out and called and apparently, att said there is no plan compatible with Cuba.  I stopped using my phone and was uncommunicated for the rest of my stay there.  Coming home to the US to find out My bill was $812.00 now....I called att and explained situation in september and they told me they were investigating.  then, in November, i get notification from my credit card company of a charge for $812.. called att and they are still investigating.  I have now been receivng phone call messages daily and text messages syaying if I dont pay they will cut off my pho ne.  I called again and Resolution department was able to do something, but they still want to charge me $206.00 from the $812.  that's their negotiation... I don't want to pay for a service that was absolutely no good to me and I didn't know that it was not compatible in cuba and  once I was aware something was wrong, I stopped using my phone.  It is not my job to know Att job.   I have been a customer for close to 20 years for att... have 5 phone lines, direct tv and internet.  I am now considering switching phone companies.  I can't believe it.

“No good” or not, you used the service, and were billed the pay per use charges.  When you travel to another country your service will almost NEVER be what it is in the USA.   You are not using At&t.  Your phone may not be compatible with local services.
Cuba chooses not to have roaming agreements with At&t.
If you plug in “CUBA” in the destination box, guess what is says.   https://www.att.com/offers/international-plans.html
You are NOT paying for day pass.  You are being billed for the pay per use charges you ran up.  Pay the $206 and use the trip planner yourself in the future.
