International data plan - Can I use my phone as a hotspot for my laptop?

I will be traveling this fall for 3 weeks in several European countries. I plan to use my phone International plan instead of purchasing SIMs along the way, mostly for convenience purposes. My current plan lets me us my iPhone as a hotspot so I can use my laptop while riding in the car. Will I also be able to use my phone as a hotspot while traveling in Europe?
