iCloud account

I'm trying to make an iCloud account and it keeps telling me this device has no more free options. How do I make a new account?

This has nothing to do with your AT&T account. This is an Apple issue.

You can only make one Apple ID with your valid email address. If you have already made an Apple id for yourself, please use that ID with your new phone.

Past purchases with an Apple ID are forever tied to that Apple ID. Updates and downloads have to be made with the same Apple ID and password.
