The terms for unlocking an AT&T device are spelled out on the device unlock page ( https://www.att.com/deviceunlock ). IF you meet those terms, submit your request and you should get your phone unlocked. If you don't meet those terms, then you will have to find a third party service that you trust and pay them for the unlocking.
