If you enter the wrong passcode on your iPhone Lock Screen too many times, an alert lets you know that your iPhone is disabled. Make sure that you have a computer (Mac or PC). Turn off your iPhone. Put your iPhone in recovery mode. Restore your iPhone. This is the way you can unlock iPhone.

I assume the OP is talking about unlocking the phone for using with a different carrier, not unlocking the screen.

Did you receive the confirmation email and respond by clicking the confirmation link within 24 hours?  If not, then the request never went anywhere.  You’ll have to try again and make sure to confirm it.

What’s not going through?  Are you able to make it through the online unlocking portal?  Are you getting an error message?  If you made it through the request, did you respond to the confirmation email?
