I can't make mobile calls with my iPhone XR
My phone does not ring on incoming calls and unless my caller leaves a vm, I don't know they called. I am also not able to make calls unless I turn my phone off and on again.

Regarding calls and sound, there's a number of settings. To get the best help, download the free Apple Support app and you can chat directly with Apple to figure out the fix.
Regarding service and restarting phone, I would do a network reset (settings > general > reset (at bottom) > reset network settings). If no change there, visit local store to get a new sim card.
