How to unlock my 8+ now that it has a new SIM card ?
Paid off 8+phone that we lost and now can unlock it??

If you reported the phone lost, it was automatically blacklisted. Blacklist is for the device itself, so it doesn’t matter what SIM you use in it. If you never got the phone replaced under insurance, the person who placed it on the blacklist should be able to remove it. If the phone was replaced under insurance, then the insurance company now owns the original phone and they won’t remove it from the blacklist.
Paying off a phone has nothing to do with removing it from the blacklist if it was put on there for being reported lost or stolen.

If it was an insurance claim it cannot be unlocked
While AT&T employees do look at forum posts from time to time, we are here to represent the forum with our experiences as customers and do not represent AT&T in any official capacity with our responses and do so on our own time unpaid and off the clock. As employees we are not rewarded nor compensated to participate in these forums This forum is comprised of regular customers to communicate with other customers to offer advice and share experiences same as any other user Although there is a small team of customer care specialists that monitor the forums the sheer volume of posts are simply too many posts for these agents to respond to each one of them.

Paying off a phone does not unlock the phone. Unlocks have to go through the unlock portal. www.att.com/deviceunlock
Blacklisted phones cannot be unlocked. The phone must be removed from the blacklist first.
