If you are not an ATT customer and you are not the registered owner of the phone at ATT, no one can assist you here.

My guess is that phone is on the APPLE us flex program... It has to be activated before it can be unlocked.

I see posts from 2017 where same issue was resolved by sending unlock request manually via AT&T tech department, when everything is validated manually.
how to do it this time?
I only have imei of the replacement device

Which brings up the question, “is it locked to AT&T at all, or a universal device?”
@tol7myky What is the model number? A1660 is a universal phone. It would lock to whatever carrier you use.

Update device is unlocked after calling technical departmen, took them 3 min to unlock

The phone would have to be activated on ATT first since it was never sold... APPLE knows this.... The phone has to be activated BEFORE it can be unlocked. ATT does not have the IMEI in the database since the phone was never scanned as sold. Its a warranty replacement... If you sent in a unlocked phone apple should have gave you a unlocked phone back.
