How to enable HotSpot for iPhone
Hotspot or Tethering is disabled on one of my lines. How do I enable it?
Apple iPhone 11
AT&T Business Unlimited Plus Multi-Line Plan
All other phones have HotSpot enabled.

You go to settings/personal hotspot and turn it on. If that is not available to you, that probably means you have an account or line provisioning issue. First try resetting network settings and/or rebooting the phone but otherwise, you must call customer support to fix that.
