how do i unlock device if it blacklisted
Hello. I am not a customer of at&t company. Please help me. One person sold to me apple iphone 7plus 128gb with IMEI ***XXXXXXX and serial number ***XXXXX blocked (sim lock) by at&t company. i cloud not blocked. he said that his sister gave him this device. When I use the unlock service (https://www.att.com/deviceunlock/?#/unlockstep1), it's notify me that this mobile phone was lost ot stolen. PLEASE answer me is it true? was this phone really lost or stolen? please give me more information about this device. is it possible to unlock this device? and how can i do it?

Being Sim locked is not the same as being blacklisted. Blacklisted means a device has been recorded as lost or stolen, it can never be used on any carrier. If you bought a phone that is now blacklisted you need to contact the seller and dispute the sale.
If you are getting the notification set the phone cannot be activated and his carrier locked that’s entirely different. You can request that AT&T unlock the phone here: https://www.att.com/deviceunlock/#/

HUH? Please explain your situation better than this. Time line, where and when phones were acquired, denial if you requested unlock, etc.

And how are we suppose to know? Crystal ball? ESP? Call At&t and ask them about the IMEI. If it’s blacklisted, you got ripped off.
