How can I speak to a customer service rep who speaks English?
The last guy I was connected to spoke broken English and I didn’t understand about 50% of what he said AND there was a rooster crowing in the background! I pay AT&T tons of $$$ and can’t even get someone to answer a few questions!!!

Covid-19 has resulted in the temporary closure of many call centers temporarily. They were working on some limited work-from-home options, so there may be the occasional unusual background noise that normally wouldn't be in a call center (provided nobody forgot to turn off their alarm as Rooster is a default one for many devices).
Sorry there is no way to request someone who speaks perfect English, an accent comfortable to you, or anything else like that. When you call you get the next agent available. If you have trouble understanding an agent then you either request a supervisor or call back and try another agent.
Alternatively a lot of information can be found in the forum. Though we don't have access to your account, we can find solutions in many situations or at least give guidance before your next call so are better prepared. So feel free to try any questions about the service here if you would like.

Verbal Communication that you can understand is part of being a 'communications' company. If you can't provide quality service with customer service agents that speak valid English then customers should take their money elsewhere. Beyond that the use of outsourcing hurts America and consumers should only support companies that hire American workers.
