Help me please!

​Hello!  I bought an iPhone on eBay, but it turned out to be AT&T locked.  When trying to unlock, the following message came: “Hi Vladimir, This device is under a 2-year contract.  You'll need to complete the contract before you can unlock it.  Want to review your contract?  Learn how".  I have a question: after the expiration of the contract, will I be able to unlock my iPhone?  I live in Israel and can't use the AT&T network here​

Return the phone. 

Only the person who originally purchased the phone can complete the contract or pay an early termination fee or pay off an installment. There's absolutely nothing you can do.

AT&T cannot and will not help you resolve the problem and they will not unlock the phone.

I don't know if the person who sold it to you indicated that it was carrier locked and would continue to be carrier locked for 24 months. Or whether their intention was to scam you and didn't care that you couldn't use the phone. If you need to dispute the sale eBay has a help section.
