Followed Instructions On How To Unlock But Phone Still Locked
I received approval to unlock my iPhone 5s and followed the instructions provided for unlocking a device using an AT&T SIM card. After erasing and restoring my iPhone, it is still locked. What went wrong??

Did you wait at least 24 hours after getting the approval? Need to give apple time to update their activation servers.

Yes, the second time I attempted was more than 24 hours later.

I was finally able to unlock my phone using these instructions:
1. Open iTunes (let it completely load)
2. Plug in your iPhone
--- Then on your iPhone--
3. Select "Settings"
4. Select "General"
5. Select "Reset"
6. Select "Erase All Content and Settings"
7. Select "Erase iPhone" to confirm
8. Select "Erase iPhone" to confirm again
9. Keep it plugged in and don't touch it. Once its done and reboots you should see, in big black bold letters in iTunes, saying "Congratulation. Your iPhone is Unlocked".
