Carrier unlock request denied under eligibility matched condition

At noon, I visited AT&T and made sure I paid the bill fully first. I bought my phone by amazon. There was no any charge for phone price, but only phone bill. And I paid at the store, with receipt ready. Afternoon, I went to verizon and carrier was locked still. So I submitted the unlock request, and it denied with the statement that

You have a past due balance on your account

-and it was definitely not. After the transfer of phone number to verizon, I tried to submit request of unlock and it now tells me thatYou've tried to unlock this device too many times. Wait 30 days and then submit a new request. I DO NOT WANT TO WAIT 30 DAYS FOR THIS SINCE THIS STARTED FROM THE FALSE UNDERSTANDING OF SYSTEM. I want to use my phone RIGHT AWAY. HELP ME
