Can't setup voicemail

Hi,

I purchased a prepaid plan for my son, but can't seem to get voicemail to setup.  It's an iPhone5, and when I click Voicemail or hold 1, it says call failed.  I've turned off Wi-Fi and and reset the network setting but no luck.

  • Is the device an AT&T branded phone?
  • Have you had voicemail on the phone previously?

I was able to get in.  I needed to call [EDITED per Community Guidelines] that first time.  I'm not sure if it's same number for everyone, but that worked, where the Voicemail or holding '1' hadn't.
