can't receive certain friends text message

My contacts are not receiving an error message or alert. They are not being blocked. I am able to make receive calls to/from them. I have checked the message settings and I have reset my network settings and turned my phone off and back on and have put it on airplane mode for 5 minutes. I logged in to "fix my wireless" with your diagnostic tool and it found no issues. It still is not working as I just tried it with my friend who is on a verizon android. I am on a iphone 13 pro max.

I've talked to about 6 different operators and been on private chat. Nelson if you're out there please help. My escalation number was CM20230208_155793490 but my chat has been closed. It's been 6 months and it's seriously affecting my business, volunteering and social life and I've been paying full price for half service since July 2022.
