Blacklisted iPhone

I recently just bought an iPhone from someone who said that the phone was unlocked. I took it in to put service on it and found out that apparently it is blacklisted with at&t. The man at the register said that I could take the phone into at&t, would it cost to get the phone removed from the blacklist? I need to put service on it asap and this whole process has been delayed for some time.

You were scammed. AT&T will not unlock the phone or remove the phone from the lost/stolen list without the authorization of the previous owner. If you can't get your money back, the phone is useless.
