being charged for a phone ATT says I did not return

I ordered a 13 Pro Max. I received a 13 Pro for a woman in Colorado (about 1500 miles from where I live) with her name and number. I called ATT. They were ridiculous and did not know what to do. After calling them several times for a return label, I walked into an ATT store near me and they printed me out a USPS label. I mailed the phone back. I then receive an email that I am being charged 972.21 for a 13 Pro in my name with my number which I never received. I received a 13 Pro in the Colorado woman's name and phone number. ATT has no record of sending me a phone according to them and they don't require a signature because it was on my porch when I came home from work. This is ATT's excuse is apparently using way too much. They don't have a record. Why would you send a 1000.00 phone through hte USPS with no signature required. I filed a dispute which was just signed for on 1/20/22. Today, 2/4/22 I filed a complaint with both BBB and FCC. After reading all these issues on the forum, it is clear ATT has a real issue with security and it pretty much sounds like they are scamming. I have been with ATT since 2007. Once this gets resolved, I will then switch to Verizon. My plans are also to email every News Station I can get my hands on.
