AT&T unlock portal doesn't recognize my IMEI

AT&T unlock portal doesn't recognize my IMEI
 

I have a cell phone that was locked to AT&T and I'm trying to unlock it.  However, when I enter its IMEI number (*****) into AT&T's unlock portal (https://www.att.com/deviceunlock), it says:

 

  Looks like the IMEI number you entered doesn’t match an AT&T device. Try entering it again. Dial *#06# on your mobile phone to make sure you have the right IMEI.

 

 

But I double-checked the IMEI and it is indeed correct.

 

Is this something AT&T can still help with?  The phone model is iphone xr

Let's look into the results of your device unlock request. We advise that you confirm that your device is active on the AT&T network at least 60 days and that it meets our other eligibility requirements.

The device will need to be active for 60 days on a postpaid, or 6 months on a prepaid account. You will need to be in the US to activate service.

We encourage you check out all the eligibility requirements, and when you return stop by an AT&T Retail Store to join.

I understand I need my device is active on the AT&T network at least 60 days but I am currently studying abroad in another country. So i can't use AT&T network. Can you unlock my phone so i use it aboard.

don’t get that cause the device was paid off and in my case I Ann no longer in the USA
