How long ago was the phone paid off? If you just paid it off, it takes a few days at least before the unlocking portal recognizes that the phone is paid off. Also, if you paid off the phone and canceled your AT&T service, you usually have to wait for the final bill to be generated and paid.

Be sure to check your Direct Message Inbox for a message being sent to you. Look for the chat icon next to the bell icon in the upper right corner of the Forums page.
In the meantime, we want to advise that @dwill05 is correct. When it comes to requesting a phone to be unlocked, and you have canceled your AT&T service, the final bill will need to generate and paid off before the request for device unlock can be fulfilled.
