ATT is charging my husband $3/minute for international calls using WhatsApp.
My husband has relatives in several foreign countries and has used WhatsApp with no problem until switching to att. Now att is charging him $3 a minute under "international calling".

That’s a well known and documented WhatsApp bug. WhatsApp will without telling you, place the call over ATT’s voice network if there is any issue placing the call over the internet. The charges are legitimate because the calls are cellular calls, not internet calls. ATT would not know to charge if they were internet calls. The only way to ensure you don’t get charged is to put the phone in airplane mode, only use WiFi and turn WiFi calling off.
