Are new batteries placed in the new iPhone 6s
Paid and had my iPhone 6s battery replaced and it worked great. Three weeks later I had water damage. So I used my insurance and got a new iPhone 6s. This thing runs out of battery in a few hours with minimal use. Are the new phones sold with the newer batteries or the older scamming batteries?

That replacement phone is likely a refubished phone, you may or may not have a new battery in the refurbished phone. Since it's dying, I'd say no.
I'd complain you got a model with a defective battery and make your insurance replace it. Keep all receipts and keep track of everything.
