Apple Watch Series 3

I lost my apple watch I called at&t had it blacklisted an sim card blocked. Can the finder still have the watch activated or still use it ? I had no insurance know have to buy a new one the thought of someone being able to activate an use my watch has me so upset

they wont be able to use it other than just an expensive watch

that's good to know... My wife has the same watch she is also with at&t but she doesn't like the watch but don't want to turn it back in because she has already put in well over 150 towards purchasing can I remove her apple id an place mine instead an have the watch sync to my iPhone 7 an happily pay out the rest owed on the watch ???

JUST wanted to say thank u just got off the phone with apple they said I can defiantly to that so I plan on making it happed today..
