Activations, Horrible customer service and contact options

My I-Pad was replaced by Apple due to a cracked screen, I had to order a new SIM as I forgot to take the one out of my old I-Pad. When attempting to activate the SIM, I get an error stating I have no numbers eligible for activation ---> "ACT107: Looks like there aren't any numbers eligible for activation on the associated account."

I have tried for a week now to get this resolved with no luck. I've waited on hold for hours, been hung up on and told to call another number, which was the number I called in the first place. I've tried online chat, which I wait for hours and no one ever shows up on the other end. I just tried chat again, it switched from "your wait time is more than 15 minutes" to "your wait time is less than 3 minutes", then the window closed....

This should not be this difficult.

should be simple as going into an at&t store and have them provision your sim with your existing account info
