Activating an insurance replacement

I just received a replacement for the iPhone 7 Plus that got lost/stolen. I reactivated my service from when I had locked it and have been trying to get my new device activated with a cell signal. I followed all of the steps on the AT&T website, including entering the IMEI and ICCID numbers for the new device. However, after clicking 'Continue' the next page was an error page that just said "Sorry" with a red exclamation mark. No explanation of the error and nowhere to go but back to the IMEI/ICCID form.
