Hi Thecannon! In order to restore service on your iPhone 13 you will need to get a new eSIM.
Once an eSIM is erased, it is no longer available. You will need to visit an AT&T Store near you to pick one up. After you get an eSIM, to replace it, follow the instructions below:
Also, please be advised that even if a physical SIM is moved to an eSIM the physical SIM is deactivated and can no longer be used.

I didn't want to put this in the reply above as I wanted it to stick out. 1 hour and 43 minutes later, I was able to solve the issue with the Apple Watch cellular plan.

FYI this option does not or no longer exists for Apple Watch Series 7 with AT&T service. I've spoken to two AT&T CSRs who both advised that I need to add a new line of service and cancel the old Apple Watch telephone number which presents its own set of issues as changing a telephone number is linked to many things. Not looking to troubleshoot my issue here, just wanted to bring this to your attention that the solution above is incorrect.

Hi dwill05, not according to www.att.com/activations - the instructions appear to be the same for the Apple Watch and, as I indicated above, is incorrect.
Here are the screenshots for my Apple Watch with cellular plan.
