The first thing you will want to do is make sure the phone has not been exposed to liquid or any physical damage, which may have caused this issue.
Once you have confirmed there is no existing damage, you can try plugging your phone to your computer using a USB cord, and then press and hold the Power + Volume Up keys simultaneously for 10 seconds, until the device restarts.
If this does not work, a hard reset can help. Keep in mind this process will revert your phone to factory. If you have your data backed up, you will be able to recover your information.
