When phone is locked, cannot dial-out with bluetooth on Galaxy S4
Sometime since the upgrade to 4.4.2, I noticed that I could not initiate a call on my phone over bluetooth when I was driving in my car. I later found that I had to unlock my phone before I could make a call. Previously, I did not have this issue. Friends that have an S4 with other carriers and also on 4.4.2 do not see this issue.
The normal process when I get into the car and start it up, is that the phone automatically connects to bluetooth. If I initiate the call, I use the voice commands on my car's bluetooth and I hear the connect and dialing tones and someone answers. Now with 4.4.2, the car's bluetooth system says that it is dialing but the phone does not respond. The S4 used to light up and I could see who I was calling. Also, when I received a call, I could answer after pressing the steering wheel control. Now receive works fine, but I cannot dial out unless I unlock the phone first. This sort of defeats the purpose of having a hands-free system.
Can this be fixed? Did I miss a setting somewhere? Will this be fixed in 4.4.3?

KitKat (4.4x) has the following setting
Settings (the gear when you pull down notification window)
Device tab (right of Connections)
Call
Call accessories
Outgoing call conditions
Make sure "Even when device locked" is selected.
That *should* do it.

Bluetooth pairings can be a bit gamey after an OS change. If there is a way to "re-initilize" your car stereo head unit (basically, a factory reset) it might help. Just deleting the pairing and re-pairing might not be enough, and it might be better to start from a "blank slate". Such was the case with connectivity issues with a couple different HTC phones and my 2012 Subaru Impreza.
Every head unit is a bit differnt (which is a bit part of the problem) and the process to re-initialize the system may be inobvious and not well documented (if the unit even has the option). The only way I found out about this option on my Subaru, was from another forum user.
Although, its also just possible that the Bluetooth stack was changed with the newest update, and no longer fully compatible with your car stereo. It happens. Again, the huge variety of combinations of different Bluetooth devices/manufacturers is the issue, and unfortunately may result in some negative results whenever changes are made to the stack. One step backwards for every two steps forward, as it were.

No luck. I guess I need to have my friends add their S4s to my automobile's Bluetooth. Also, I can wait till I get my new 2015 Acura TLX. It could be carrier-update specific. If all else fails, I will wait for the next update or find another carrier. It's only a phone.

Never heard back from anybody on how to resolve this issue. I bought a new 2015 Acura TLX and same issue exists, so don't tell me it is the car system. 🙂
Guess I will try Motorola next. Their replies were no quicker but there phone (ATRIX) never had this issue. 😞

I think you might have resolved my issue. I will check tomorrow on the way to work. This is the most promising lead I have ever had. If so, I will mark you suggestion as a resolution. I am sure you are correct. I missed that setting somehow.
