VPN wont disconnect
We have the Secure family App and life 360 on our phones. However one of the phones has the vpn always showing on and it wont stay disconnected even though her data is not blocked.

We can definitely help your with AT&T Secure Family, @lsink77.
Whats the one phone in question make, model & software version?
With the release of Android update 10.13.1 we have removed the requirement to use a VPN if you wish to use Secure Family for location monitoring and alerts.
We suggest unpairing from, and reinstalling the companion app on the phone in question, to use GPS tracking only. If you wish to use continue to use parental controls you may want to consider uninstalling Life 360 as it may be conflicting.
