Only in the USA. And for a limited time. Updates don’t stay in the system forever. At some point the updates are purged.

Att only updates phones on active att accounts connected to the att network. So that's how you get the updates

If you're in the US, then you could take your phone to a Samsung Experience Center, located inside most Best Buy stores, and they should be able to flash the phone's updates for you.
