Unlocking my device

Hi. I have this prepaid AT&T phone and tried unlocking it over the past few months through the Unlock App that came installed on the phone. It was always denying my unlock request. Until now. Now it finally unlocked, but it said click RESTART to complete the process. But it doesn't restart when I click the restart link. So I restarted my phone manually. Still, it is saying Phone is unlocked, but it really isn't fully unlocked. What can I do about it?
