Unlock request denied

I submitted an unlock request on a device and was denied. I bought the phone at a garage sale so I dont know much about it. Is there anything I can do to get it I locked?

What exactly did the denial say? It makes a big difference and whether the phone can be unlocked eventually, or we'll never be unlocked.
