there show message when i try to unlock my phone lg v1'0 g900 at&t

i just buying it... and try to unlock sim card provider in indonesian.
how i can solved the probleme?

note : i have been given code by at&t to unlock but i cant used it cause permanent lock.

You cant. Who ever had it before you entered a wrong code and the phone can't be used on any other carrier but ATT.
return it, get your money back.
