After reviewing the list of devices that will work after 3G phase out @Fiddlysticks, it shows that your device is not on the list.
Upgrading your AT&T wireless phone:
Talk and data services will only work for phones AT&T wireless phones and devices that support at lease 4G LTE and HD Voice. Here's how you can replace your phone.

My brother's phone is not working, he has a Samsung Galaxy S8, model number sm-g950u1. You guys said it's on the list then said it's not on the list for fiddleysticks, which is confusing. Is that model supported? He tried doing a software update but it said it's up to date. There's no option to enable the settings required.

This kind of stuff keeps happening to me. I have Samsung Galaxy S10 5G (SM-977U - on the compatible phone list). The phone stops making calls periodically (data works), and instead routes you to customer service, where I'm told my phone will stop working after the 5G switch on February 22nd (note that the same message plays even now... just happened three hours ago).

There is no software patch to fix your phone...
Type this code into your keypad.
*#*#4636#*#*
If under "phone information", VOLTE is grayed out and you can't turn it on, ATT has blocked your phone's IMEI from being provisioned for 4G voice calls.
You can try to convince advanced tech support to provision your phone for VOLTE, but they'll either stall you out on an endless circle (Edited per community guidelines) or basically tell you to go (Edited per community guidelines) an egg (meaning buy a new phone from them).
Unnoficially, ATT will NOT provision any unlocked phone for VOLTE. Period.
Yes, even if it's on their whitelist. They just wanted to screw you into a corner first with that lie.

Thanks, Centaurus. So, the "Bring Your Own Device" is not true? The BYOD page is up (https://www.att.com/wireless/byod/), and if you click on "Find out if your device will work on our network" link, it'll take you to that PDF list of compatible phones, that includes my phone.
Is this something that needs to be reported to FCC and/or state attorneys general?

We want to help your brother find why he's not able to use his device on our network, @windrapier!
When viewing both AT&T brand supported devices and the Service capabilities for your unlocked device, the Samsung Galaxy S8 SM-G950u1 isn't found. Since his make and model didn't make the list, that means it may not work anymore. He may need to swap or upgrade to a new one.
Visit Act Now - 3G is Going Away for details on how to upgrade the device, regardless if he is subscribed to AT&T Wireless or AT&T PREPAID.
Upgrade your AT&T Wireless phone
Talk and data services will only work for AT&T wireless phones and devices that support at least 4G LTE and HD Voice. Here’s how you can replace your phone:
Don’t want to replace your phone? Make sure you cancel any lines you don't use.
Upgrade your AT&T PREPAID phone
Talk and data services will only work for AT&T PREPAID wireless phones and devices that support at least 4G LTE and HD Voice. Here’s how to upgrade an AT&T PREPAID device:
Have session-based pricing for a data-only device? Your data-only device will only work if it supports 4G LTE speeds and higher.
If your brother still needs assistance, have him contact us by creating a new thread here on the AT&T Community Forums and we will take a look into that trend on his device.

@ATTHelp well, my G973U1 IS on your whitelist PDF link above... but your colleagues all told me to essentially go F myself. don't bother responding. i'm not blaming you, but the company you work for has all the ethics of Tony Soprano. Probably less, at least he was kinda cool ;-)

Thank you @ATTHelp . My brother is going to trade his phone in for a new one, apparently there's a good trade in deal now, so we'll use that.
