Yes that is correct @nidesh.
There is one solution. You must be connected to the AT&T Wireless network to receive software updates of any kind.
To unlock your AT&T branded device please check out the support article and visit https://soc.att.com/2W6hMUu.
When you return to the States simply stop by an AT&T Retail store for a new SIM card, and help with your software update.

After doing all those process it only says your software is upto date and iam not receiving any update.

Is your phone: A) an At&t certified(branded phone) or B) was it bought unlocked from manufacturer/or another carrier. If A) you may need to call tech support and see if IMEI info is matching in their system, if so ask if they can push an update to your phone. If B) you may want to check out a ubreakifix location or contact a local samsung support center to have updates flashed to your phone.

I had this issue for several years. My s8 was purchased directly from att and connected to an att network. To fix the issue, once i paid the device off, i requested an unlock code. I then place a Verizon wireless sim and connected to their network. The phone began updating immediately. There is a bug in ATT's network, and I cant seem to even get them to look into it, so it appears the only solution was switching networks. Frustrating.
