S9+ Image Sent in Text Messages say declined and do not download

Both my wife and I have Samsung S9+ phones. When one of us is somewhere that has horrible service but we are on WiFi, we can not send each other images in text message. It comes up as "Declined" and does not download. I have searched through emails and can not find anyway to fix this.

 

Help please!!!!

Thanks for reaching out! We'd love to assist you. Please give our forums post a look to start things off. This provides a broad overview of what to check for when having issues with texts. 

 

Once you've gone through that, visit our Troubleshoot & Resolve tool. Select your device to begin. On the next page, select Messaging beneath Service/network issues. Follow the steps, and let us know if this helps!
