PROBLEMS WITH MY ANDROID VERSION (POSSIBLY)

I recently purchased an ALCATEL 5044R XCITE smartphone. Since I acquired it, I have some problems with notifications (apps), I think it is the version of Android 7.0 that I currently have is:

Security patch level (SPL): March 1, 2017
Baseband version: JO.2.0.c1-00150-8909_GEN_PACK-1
Kernel version: 3.10.49

What's going on? Notifications do not arrive, they appear when I touch the cell phone and they all arrive at the same time. I've reset the factory cell phone 2 times and it still keeps that problem. Can you help me?
