PPS 6180 message

For the past few days, I have been trying to reach an out-of-state friend on her cell phone, but keep getting the message "The number you are trying to call is not reachable PPS 6180". I am very concerned...what can this message mean? I have never heard it before this. The last time we spoke was a few months ago.

Then the call should go to voicemail unless they never set voicemail up. Since it’s prepaid, “not in service” could mean her plan has expired and hasn’t been renewed and that would make it unreachable.

That probably means the number is no longer in service.

Don't think that is it...the message specifically mentions a prepaid phone service number not being "reachable". I'm thinking it may just be my friend is out camping or kayaking, which she does often, even in the wintertime, and is outside of a service area. Keeping fingers crossed...
