phone stuck on mobile transfer after a factory reset

My brothers phone is stuck on at&t transfer after a factory reset. It wont let me skip and i tried using my phone to help him get out of at&t transfer. So basically he can't use his phone because its stuck on at&t transfer. Please help me with this situation.
