number sync unavailable

number sync is constantly unavailable and not allowing my watch and phone to resync.  I have done the restart, reattached it to the phone and the account, I pay for it to have it's own account number and this is very annoying. I have a galaxy watch active 2 and a galaxy s23 ultra phone.  I have actually had issues with this watch since I purchased it, it did this exact thing with my last phone - the original one it was purchased with - and it has been nothing but an expensive headache.
