Note 9 still stuck on Android 8.1.0 (N960USQS1ARL2)

Is there something wrong with my phone? Why hasn't it updated to the latest baseband version N960USQS3CSJ1 yet?

We can definitely answer that question for you. Some updates are rolled out slowly and won't be available for all devices to get them at the same time. In other instances the update is available, but there are issues preventing the download. You can review our Software update requirements at the link provided to see if any of the listed issues apply to your device. Please also keep in mind that you may need to contact the original carrier, or manufacturer, to download the latest update if your device is not AT&T branded.
