My phone is not updating to the new Android 9.0 either. It is my understanding that they are rolling it out in batches based on the IMEI. Not sure how much truth there is to it.
I went to AT&Ts site and one of the things that it recommended doing was installing Samsung Smart Switch on to your computer and connect your phone to it and there may be an update available there...Well, I did that too.
We all know how slow AT&T is about getting updates out. We may not have an OTA update until late 2020, or early 2021. SMDH
best of luck to you. Oh, and by the way you may be able to get a forced update through geek squad or an authorized retailer, however, there is a catch. It can cost between $40-$100. Go figure, for a free software that they should just allow people to get when they want they have the nerve to charge that price gauging amount.
