not prompted to enter device unlock code when using new sim card from different carrier

I was approved and received a device unlock code from at&t for an HTC One M9. As stated in the instructions received via email I entered a new sim card, turned on the phone and waited for it to fully turn on but was never prompted to enter device unlock code. Please help if there is another way to enter the code? I saw mentioned in the notes that it will be permanently locked to at&t if there are 5 attempts or more, if this happend is there any way to reset the phone to give me 5 more attempts?

Congratulations on receiving your successful device unlock notice. Through the excitement, I can imagine your wish to get this phone completely unlocked from our network.


When you followed the emailed instructions, did they match your device on this list? This link will further outline the steps for unlock based on your make and model. Additionally, I like to recommend restarting your phone as well to test the unlock process.


If you exceed the given amount of attempts, the device will permanently lock. If you are still running into problems, please send us a private message to @ATTCares. Include your name, email address, and phone IMEI number.

I am having  the exact same issue . I am not getting any phone propt to enter the unlock code. I have checked the list for  specific  instruction's. Yet my model is not listed please help me, this is frustrating to extreme.

You have to insert a non ATT SIM card.  If using a sim from an ATT MVNO it will not trigger the pop up

same here. Im following the instrutions. the phone is not asking for my code. help how can I unlock this phone? its a galaxy express 3 prepaid.

Unlock Steps - Use Non-AT&T SIM Card

1. Power off the device, remove the battery, and insert a non-AT&T SIM card.

2. Re-insert the battery and power on the device with non-AT&T SIM.

3. The device displays "Enter the device unlock code."

4. Enter the eight-digit unlock code.

5. Press OK.

I am having the same problem and for over 3 days I haven't found a way to get it unlocked if it is, at this point I no longer know what to believe, if it's locked or not. I insert my Metro PCS SIM in an AT&T phone but it never asks for the code. I even called Metro to clarify some doubts and they say if the phone does not ask for it with a different carrier's SIM it means it's NOT locked!! I am confused
