No Jelly Bean for the Samsung Galaxy S2?
As per the topic heading...I assume there's not going to be a official AT&T/Samsung update to JellyBean for the galaxy s2 ?

I'm nobody, and I have no official information. But there's no way jelly bean comes to the Galaxy S2. AT&T could have provided 4.1 as a fix to the Sleep of Death that afflicted users for 4+ months. But the fix was nothing more than a patch to 4.0.4. So resign yourself to the fact that 4.1 is never coming our way, at least not on this phone.
I'm no Apple fan, but it appears if you want solid, stable OS upgrades to your phone for a year or more, you'll need to buy an iPhone. Me, I've resigned myself to the fact that by staying with Android, my upgrades will be few, they will end in fewer than 18 months, and they'll probably be poorly tested and filled with bugs.
