Moto G Power (XT2041-4) hotspot not working

I recently activated my phone (Moto G Power XT2041-4) on the AT&T network. I have the unlimited plan that includes 15G hotspot data per month. When I try to activate the wireless hotspot on my phone, I get this message: "Account not set up for mobile hotspot. An eligible data plan is required to use personal mobile hotspot." I thought that is what I had. Please help.
