With the AT&T international calling plan

Are you referring to international day pass which charges you $10 per day when you connect and you service in a different country?

   AT&T has international calling plans for $15 a month which do not cover roaming. Those are plans which reduce the cost of calling from the USA two other countries, AKA a long distance plan.

I am not able to connect to the internet unless I am in a Wi-Fi connectable location. is there a way to connect to the Internet when you are walking around town and not at a Wi-Fi location?

Have you turned data roaming on in your phones settings? Without data roaming on your mobile data will not function

If you do not have international day pass added to your line, please be aware that data roaming is $2.05 per megabyte. That is not a typo, megabyte not gigabyte. You could run up thousands of dollars in roaming charges.

What international calling plan are you talking about? Are you in the US or roaming outside of the US? If you are in the US, internet access is included in your domestic plan. If your cellular data isn’t working, you’ve got some other issue. If you are roaming internationally, you need to ensure data roaming is enabled in order to use data and access the internet.
