How does one get ATT to activate wifi calling?

My s9 never got the option of wifi calling but my husband's S8 did after the number was ported and the phone was turned off for 6 minutes. (He also got several other programs downloaded onto his phone) It took me 2 weeks to get the voice-mail set up to be able to be used (calling or chatting with them at least every 2 days). I've tried to explain to them that I used my phone to set up the rest so maybe the initial download wasn't sent. They don't seem to listen. They have promised repeatedly that they would call me back within 24 hours and yet - that never happened.

Is there a way to get someone to listen and get this resolved?
